In reply to yours of the 28th instant I am sorry that you

are unable to grant my application for promotion to the rank of

1st class overeser.

As you have decided to allow me to be placed on the per-

manent staff, subject to a medical examination, I presume that

the manner in which I have performed my duties during the pro-

bationary period, has been satisfactory.

I wish now to point out, that of the four lat class overgners

in the Waterworks Department, one started lat class, two have

received promotion at the end of three years, and the other

was longer, but in his case, he entered the service, as a meter

reader, and all his experience was gained in the Government Ser-

vice, whereas, as I pointed out in my previous application, I

have served an apprenticeship at the engineering trade, with

Mesars R.Moreland and son, London. lt thus geems to have been

usual to promote overseers in the waterworka department, who

have had previous training, at the end of three years, when

placed on the permanent staff, if their services have been con-

sidered worth retaining. Therefore str, do you not think I am

as much eligible for promotion, in the same time as the other

overseers in the Waterworks department? If the reason that you

were not able to do the same for me, was that there is no vecency,

it will apparently he several years before one arises in the

Waterworks department and means a hopeless time of waiting. I

am not desirous of leaving the service, and hope you will look

into the matter again, and be able to find it possible to recom-

mend my promotion. I note your enclosure, and will present myself to the Supt. G.C.H. for medical examinetion at an early date.
